More from Vcom3D on Ipod Apps

Following up to my earlier post about the military developing applications for the iPod, I contacted Vcom3D to ask them how it went for them. Specifically, how was the experience working with the Government on a rapid development project? Thanks to Matthew Fair from Vcom3D for the following feedback by email:

"This was a successful effort between Government (Program Executive Office for Simulation, Training, & Instrumentations – PEO STRI) and Industry (Vcom3D) to support the Warfighter.  Although not the only effort, the notes below are indicative of the teamwork and effort by all parties involved.  Much of the success was getting a product to Soldiers that they were familiar with (the iPod) and create innovative applications for the device.

  • In October, 2007, the U.S. Army identified an "urgent need" for one-way language translation devices for a unit scheduled to deploy to Iraq.
  • To meet the deployment date, the devices had to be delivered 17 days later.
  • The devices would enable Soldiers to more easily learn language and culture specific gestures as well as communicate with local civilians during the Soldiers' deployment to Iraq in support of Operation Iraqi Freedom (OIF). 
  • The requirements identified a commercial-off-the-shelf (COTS) device that would meet the needs of the Soldiers for a lightweight easy-to-use one-way language translation device.  This device was required to provide visual representations of culturally appropriate gestures as well as spoken language translations.
  • U.S Army PEO STRI's quickly convened an integrated product team (IPT) and met with representatives of the Acquisition Center to develop an acquisition strategies that would meet the Army's aggressive timeline. 
  • Using Simplified Acquisition Procedures (SAP) The IPT quickly settled on the plan to award a contract using SAP.  Vcom3D was the only company with a product capable of meeting the Government's stated requirements and delivery timelines.
  • The PEO issued a contract 10 business days after receiving the Urgent Needs Statement.  By responding with a COTS solution, Vcom3D was able to deliver the devices only five days after contract award, thereby meeting the Warfighters' requirements and deployment timeline.
  • The selected Vcommunicator Mobile system, is a wearable Apple iPod-based device, provides tactical language translation with cultural gestures for mission-specific, tactical vocabulary delivery in support of small unit operations. 
  • The Government’s use of SAP allowed the systems to be rapidly put on contract and greatly reduce the time for contract execution to meet the Warfighters’ needs.  This shortened timeline was accomplished, in large part, by Vcom3D’s development of the translation system as a COTS product built with mass-marketed COTS components.  Close coordination between Vcom3D and PEO STRI were essential due to the demanding execution schedule of a combat unit deploying to OIF."

The guys at Vcom3D are obviously very knowledgeable and experienced at developing technology for Government/Military applications. Matt told me that they are busy right now on a project, but hopefully later we can get more insights in general about their experiences and outlook in this area.
